The Social Services department looked to reward the current carers for their loyalty and initially thought about giving cash, but were aware that cash incentives can be less effective. The decision was therefore made to use gift vouchers because they provided benefits for both the council and the foster carers.

Looking to reward the 144 foster carers working for them, Buckinghamshire County Council required a gift that could offer benefits to a wide variety of people. The decision was made to use gift vouchers because they provided benefits for both the council and the foster carers. The council could track the vouchers, enabling them to gain valuable feedback on the way that the vouchers were spent and were also safer to send through the post. Furthermore, the redemption flexibility
of vouchers meant they would appeal to the wide range of foster carers.
