employee motivation scheme users have been told. The Chartered Institute of Personnel and Development (CIPD) claimed that the public sector is suffering from a lack of frontline management which is causing poor performance and high levels of absence.

Research carried out by the group found that public sector employers are three times less likely to discipline their workers than private enterprises, while managers’ conflict management skills are rated poorly.

Ben Willmott, senior public policy adviser at the CIPD, commented: "High levels of absence and poor performance need to be addressed as an absolute priority. Frontline managers need to be equipped with better people management skills."

He also warned public sector bosses to avoid going to the other extreme and micromanaging, as this can damage employee motivation and hold back innovation.

Conwy Borough Council recently relaunched its employee recognition package to include categories such as best customer service and manager of the year, EmployeeBenefits.co.uk reported.
